How do I evenly rotate Facebook ads?

In a nutshell I set up a few rules that restart different ads when there are no active ads in an ad set. And also I don't restart ads that already ran today and were stopped for some reason:

Each rule rule targets different ads by using name contains filter which you should be already familiar with.
